Author Guidlines. Guideline for Reviewing Manuscripts

1.Guide line for Submission and Publishing of Articles

1.1.Aboutcontent. The article must contain only original material that demonstrates the results of the author’s research.

1.2.The Annotation includes a description of the main theme, the problems of the object, purpose of the work and its results. The annotation indicates new ideas of this work in comparison with others related by subject and purpose. There is recommended average volume of annotation in 500 characters. There is a request forOmskauthors to pay attention to the usefulness of the scientific research for Omsk region.

1.3.About format.The article must be printed in Word format(*.doc)(The print size typeTimes New Roman Cyr 14 ,paragraph break0,5 cm, line interval 1,5,without shifts in words. The article must be printed on paper with format of4 (210´297 ). The papers of the original materials must be clear, without curves, without corrections, the pages must indexed on the back by pencil. The final variant of the article mustnt contain more than 12 pages(includingpicturesand tables).The article must be presented to the editorial stuff in printed form. (with the personal authors signature) and also we will need an electronic version of the article on :

CD-,DVD-disks, or on Flashdrive(or send toe - mail :onv@omgtu.ru).

The sidelines:above and below 2,5; right and left 2 m.

Headlines.The upper left-hand corner of the paper must be filled in with the UDS. Nextly, the title of the article is printed in the centre (the capital letter is the initial),below thisa paraph, surname of the author(s), a full name of the organization is printed one line below (the name of city must be mentioned separated by commas if it is not clear from the content). Below every other line, the text of annotation and keywords must be printed in Russian.

A paraph, the surname of the author(s), the title of the article, annotation and keywords in English line must be placed through the line. The body of the article is placed through one or more lines.

KEYWORDS are placed under the relevant annotation in Russian and English languages. The word - combination: «Keywords» or must be typed in the left side of the paper. The keywords are given separated by commas (not more than six words/word-combinations).

In case if there are the author's notes in the text then after the body before the list of literature the headline Notes is printed and then the texts of the notes are placed through the line. These texts must be indexed like (e.g.,1) according to the order of notes appear in the text.THE REFERENCE TO NOTESin the body of the text must be written in bold type and superfix is used (like, … model.1).Automaticnumerationisnotpossible.

Formulae.Simple, inline and single-line formulae must be typed with symbols without the usage of special database editors (the usage of special symbols from the prints Symbol, Greek Math Symbols, Math-PS,MathAMathematica BTT is possible). Complicated and multiline formulae must be typed wholly in the formulae database editor Microsoft Equation2.0,3.0.Typing of the formulae partially with symbols and partiallyin theformulae database editor is not possible. In cases when the type of printing is small and capital letters coincide and differ only in size, then in printed version one should underline capital letters with pencil twice underneath, small letters should be underlined with pencil twice - on the top. Indexes should be illustrated or doubled on the sidelines with pencil.If formulae are numbered in the article, then this numeration should be executed as a set of numbers. Automatic numeration is not possible.

Literature references.The article should contain references to the information provider.The titleLiterature referenceshould be typed underneath the body of the text and then through the line you should place a numbered list of references according to the order they appear in the text and according to the existed demands to the literary reference. One point of the list should contain only one source of information.

References to the resourcesof information are indexed with numbers and given in square parentheses(e.g., [1]). Literature referencemust be done according to the standard, GOST 7.1-2003. If in the article a reference is multiple then its list number points once again in square parentheses (with out pointing in the literary list).The number of the page is pointed in case when there is one source but there is different material is taken from it. Thenitlookslikethat[1,p. 17] or [1,p. 2829].

The numeration title of the table is typed with fat type with right-alignment (e.g.,ble 1). Thematic title is typed on the next line with fat type with the center alignment. The reference to the table in the main text is made in bold type in parentheses, e.g. (table.1).If a table is large it can be placed on the separate paper, and if it is broad in size, it can be placed on the landscape paper orientation.

Numerical title is typed in bold type with thecenter-alignment (e.g.,icture 1). hematic title is typed in the same line after the numeric title (e.g.,icture 1. ). The reference to the picture in the main text is made in bold type in parentheses. E.g., (pic. 1). If a picture has a big form, then it must be placed on a separate page, and if it is broad then it must be placed on the landscape paper orientation.

The pictures can be scanned from the originals (150dpiin the grey gradation) or made with the help of computer graphics. It is possible and even welcome to place the pictures on a separate electronic file if illustrations has big size of a file. Picture captions should be done directly under the pictures.

Last page should contain the followinginformation about the author: surname, name, second name; Degree level, job position, place of work, telephone number (not published), post address for correspondence; two reviews verified by specialists with degree level; expert reportabout the possibility for publishing.

2. Guideline for Reviewing Manuscripts. The procedure of reviewing.

2.1. Articles submitted to the editor should match the profile of the journal.

2.2. Articles are published in the journal based on peer review. The authors submit the review certified by specialist (Doctor of Science) to the editors recommending for publication in the journal. Reviewing this article Doctor of Science can not be author (co-author), but may be a scientific supervisor of the author (s).

2.3. Submitted by the author manuscript according to scientific research topics is sent for reviewing to the members of the editorial board in charge of this topic, and experts which are scientists and specialists in this field of science (Dr., PhD). All reviewers are acknowledged experts on the subject of peer-reviewed material and have relative publications for the past three years.

2.4. Reviewers are notified that the manuscripts are the private property of the authors and are not subject to disclosure.

2.5. The review shall be conducted confidentially. The review is confidential. The author of the manuscript provided a copy of the review, or a reasoned refusal, without a signature and the name, position, place of work the reviewer. A copy of the review can be provided upon request to the Ministry of Education and Science of the Russian Federation.

2.6. Confidentiality disclosure is only possible in the case of statements the reviewer of invalidation or falsification of material contained in the manuscript.

2.7. If the review indicates the need to fix the manuscript, the one is sent to the author for revision. The author should make all necessary changes in the final version of the manuscript and return the corrected text to the editor, as well as its revised electronic version and a cover letter a response to the reviewer. The revised article is reviewed again, and the editors decide on the possibility of publication.

2.8. In case of disagreement with the opinion of the reviewer of the manuscript the author has the opportunity to give a reasonable response to the journal. The manuscript can be directed to additional review or to the editorial board for approval.

2.9. The decision on publishing the manuscript after review is made by chief editor (deputy of chief editor), and if necessary by the editorial board.

2.10. Journal does not give information concerning the manuscript (including information on its receiving, content, review process, reviewers' criticisms and the final decision) to anyone other than the authors and reviewers. Reviewers are not allowed to make copies of the manuscript for their needs. Reviewers and editorial staff have no right to use the information about the contents of the work before it will be published on their own interests.

2.11. Reviews of manuscripts are to be stored by the journal editorial for five years from the date of publication of the articles.

2.12. The review can be presented in the form of expert profiles approved by the editorial board.

3. Requirements for the review.

3.1. The review should include a qualified analysis of the material of the manuscript, objective assessment and reasonable recommendations.

3.2. The review should give special attention to highlighting the following issues:

A general analysis of scientific level, terminology, structure of manuscript, relevance to the topic;

Assessment of readiness of the manuscript for publication in respect to the language and style, meeting the journal requirements;

Scientific exposition used by the author matches methods, techniques, advice and research achievements of modern science and practice;

- The admissibility of the volume of the manuscript as a whole and its individual elements (text, tables, pictures, bibliographic references); the feasibility of space in the article tables, illustrations and their compliance with the stated theme; recommendations for reasonable reductions in manuscript (indicate by which element);

Place the manuscript under review among others published on this topic: what's new in it, or how it differs from others, whether manuscript duplicates the work of other authors or previously published works of the author (in whole or in part);

- find incorrect statements and errors.

3.3. The reviewer should provide guidance to the author and editors to improve the manuscript. Comments and suggestions of the reviewer should be objective and global aimed at improving scientific and methodological levels of the manuscript.

3.4. The final part of the review assesses of the manuscript as a whole and a gives clear recommendation for reasonability of manuscript publication in the journal.

3.5. In case of negative review the reviewer should justify conclusions especially convincing.
